Montréal, October 4, 2013 – Énergir has filed its request for rates applicable in 2013‑2014 to the Régie de l'énergie. A rate increase is expected, and Énergir is taking early steps to explain the special circumstances that surround it.
Based on an assessment of its revenue requirement for distribution for 2014, Énergir is asking the Régie de l'énergie for an overall distribution rate increase of 4.6%. For the average residential customer, that would mean an increase of 0.6% on their total bill.
The increase filed at this point includes charges from last year, most of which should have been supported by the customers as of October 1, 2012. Hence, instead of receiving an increase at that time, Énergir customers' rates remained unchanged for most of last year. This increase, which was only approved by the Régie de l'énergie last July, could not be reflected in the Tariff before August 2013, which resulted in foregone revenues that should be recovered in the rates applicable for 2013‑2014.
Ultimately, depending on their rate category and consumption profile, starting on December 1, 2013, customers may see their total bill (which includes transportation, load-balancing and inventory services, compression and the cost of the natural gas itself) change by anywhere from ‑2.8% to 6.3% on average. For the typical residential customer (consuming 1,416 m3/year), this would mean an increase of around $6 per month.
This is an exceptional situation that should not be repeated next year, given the steps taken with the Régie de l'énergie to request the provisional application as of December 1, 2013 of the rates now requested.
Since 2000, residential customers have actually seen an average annual increase of 0.2% on their bills. Natural gas is still the least expensive energy source for heating on the market.
